LaunchVic Overview

LaunchVic was established in 2016 by the Victorian Government to support the development and growth of the local startup ecosystem.

Since its establishment, LaunchVic has run two successful funding rounds, supporting 26 projects that will help grow the ecosystem and ensure the right startup infrastructure is in place for Victorian startups and startup entrepreneurs to grow their businesses. 

LaunchVic has also reviewed its strategy to ensure the company is best placed to provide more support to stakeholders and address identified market failures that inhibit the growth of the startup ecosystem. In developing its forward strategy LaunchVic has identified key areas of focus that include: engaging the Victorian community in the startup ecosystem to address market failures; and positioning Victoria as a world-class internationally recognised startup ecosystem.

As a part of its revised strategy, LaunchVic will provide frequent funding opportunities, including grant rounds, for stakeholders to access funds to support programs that will grow the local startup community. Funding opportunities will address specific needs in the ecosystem, including increasing diversity and inclusion; and driving capability and excellence.

Delivery of Founder Education: Overview & Objective

This funding opportunity is specifically targeted at supporting LaunchVic to position Victoria as an internationally recognised startup ecosystem through driving capability and excellence in the Victorian founder community. To achieve this, LaunchVic is seeking expressions of interest from organisations who can deliver high quality startup founder education programs in the areas of:

  1. Personal leadership and development

  2. Corporate governance and organisation (taxation, company policies etc.)

  3. Investment support (investor pitching)
  4. Marketing support

  5. Export and growth skills

  6. Engaging corporates (sales)

  7. Product development

These areas have been identified by LaunchVic through research and consultation with founders. LaunchVic recognises that only 15% of founders go through accelerators and many founders need support beyond accelerator programs. These programs are intended to be run as workshops or short courses, targeted towards founders who are time poor and are not currently in accelerator programs. They may be delivered online or in person.

LaunchVic defines startups as businesses with high impact potential, that use innovation and/or address scalable markets.

This EOI is the first part of a two stage process, and is aimed at supporting LaunchVic to identify potential Founder Education delivery partners.

Submitted EOIs (responses) will be reviewed by LaunchVic and shortlisted. Subject to the number and quality of responses shortlisted, LaunchVic will extend an invite to shortlisted respondents to participate in a competitive closed grant round in each of the areas listed above. Where appropriate, LaunchVic may solicit proposals directly from outstanding shortlisted respondents where no other competitive proposals are received. LaunchVic will be investing up to $250,000 per successful application. Applications requesting more than $250,000 will be considered, but must be exceptional!

LaunchVic is not seeking trade mission proposals through this particular funding opportunity. The Founder Education programs are targeted at supporting Victorian Founders, and must be in person delivered in the State of Victoria.

Subject to the number of successful respondents, LaunchVic may run future EOI processes for Founder Education services.

How to apply

Expression of Interest applications must be submitted through the LaunchVic online application system. Applicants need to provide information on their organisation, the program, and address eligibility and the key selection criteria questions supplied in the online application form. Applicants will need to read and submit the declaration at the end of the application.

Eligibility

Expressions of Interest applications must be submitted via LaunchVic online application system by the due date and time, 5pm AEST Tuesday 12 September 2017. Applications will not be accepted outside of the LaunchVic online application system. Applications will not be accepted for this round after this date.

To be eligible, applicants must identify their type of organisation and who the program will benefit.

  1. Type of Organisation
    1. registered organisation headquartered in Victoria; or
    2. registered organisation with offices in Victoria; or
    3. registered organisation located outside of Victoria proposing a project to be delivered in Victoria
    Note: A registered organisation has an ABN.
  2. Program Benefit
    The program must deliver education services to Victorian Startup Founders who have launched a startup.

    Victorian Startup Executives (CEOs, COOs, CTOs etc) are also welcome to attend the proposed education program.

    Note: LaunchVic defines startups as businesses with high impact potential, that use innovation and/or address scalable markets. Applicants who propose an education program for entrepreneurs who are thinking about starting up a small business, micro business, or SME and entrepreneurs thinking about launching a startup are not eligible for funding.
  3. Program Focus
    The program must focus on one of the seven program areas:
    1. Personal leadership and development

    2. Corporate governance and organisation (taxation, company policies etc.)

    3. Investment support (investor pitching)

    4. Marketing support

    5. Export and growth skills

    6. Engaging corporates (sales)

    7. Product development

Key Assessment Criteria

LaunchVic is specifically looking to invest in organisations that will deliver quality Founder Education programs.

LaunchVic is not accepting other program ideas through this EOI. If you have a founder education program that is not included in the above list please contact LaunchVic Grants Team and the team will be happy to consider in future EOI rounds.

Applicants will be required to address the following via the online application form. Please preview the application form via the LaunchVic online application system for the word count and exact requirements.

1. Program Overview Outline the proposed program and how it will deliver impact and benefits to Victorian startup founders
2. Area of Experience
 Outline how many years of experience you/your organisation has had in the nominated area of expertise
3. Success Outline demonstrated success (e.g. key achievements) in the nominated area of expertise
4. Teaching Experience Outline the teaching experience of the program delivery team members
5. Engagement Outline the delivery team’s startup experience and engagement in the Victorian startup ecosystem. Provide examples about your ability to translate your knowledge into action with startups.
6. References Upload two references from startups you have helped. Please include a description of the current market size of the startup.

Assessment and Selection

All applications will be assessed for eligibility and eligible applications will be evaluated against the Key Assessment Criteria by LaunchVic, and the outcomes will be determined by the LaunchVic board and their decision is final.

All applications are made at the applicants’ own cost and will not be reimbursed, whether the application is successful or unsuccessful.

LaunchVic will be investing up to $250,000 per successful application under each area through the closed competitive grant round. Timeline

The following provides guidance on the approximate timings. Please note that there may be updates to timings recorded via the LaunchVic website during the round.

  • EOI opens: Wednesday 2 August 2017
